In the third edition of Defrauding America, and in Unfriendly Skies: 20th & 21st Centuries, former federal aviation safety agent Rodney Stich wrote in great detail the people who actually were responsible for the bombing of Pan Am Flight 103, and showed that the Libyan that was charged with the crime was not guilty.
That position was taken in a June 28, 2007, 800-page report by a Scottish judicial review body held that the Libyan charged with the crime was falsely charged and convicted. That report then goes to the High Court of Justiciary or Court of Criminal Appeal, for final review, where the decisions of the Scottish Judicial review body are usually accepted.
