- Most were never charged with a crime, and were being unlawfully and unconstitutionally imprisoned without charges.
- Upon release, they were so angry about years of unlawful imprisonment that they justifiably were angry at U.S. and wanted to harm Americans
- Those who have not been released, and for whom there is no reliable evidence that they committed any crime against the United States, now pose a dilemma: keep innocent people imprisoned forever, or release innocent people who are justifiably wanted to do harm to the United States that did harm to them.
